Window scrolls to top when removing passwords from "Never Saved" list

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36

Steps to reproduce the problem:
1. Open the "Settings" menu
2. Scroll all the way down to "Passwords and Forms"
3. Open up "Manage Passwords"
4. Scroll all the way down to the "Never Saved" list
5. Remove a website from this list by clicking on the "x" mark towards the right of each row

What is the expected behavior?
Window shouldn't scroll all the way to the top of the page

What went wrong?
Window scrolls to the top of the page and the user has to scroll down every time they need to remove a password here

Did this work before? N/A 

Chrome version: 61.0.3163.100  Channel: stable
OS Version: Ubuntu 17.04

Unable to reproduce the issue on the reported chrome version stable 
61.0.3163.100 and on the latest canary 63.0.3239.6, on Ubuntu 14.04 with the steps mentioned.
1. Opened the "Settings" menu
2.. Opened  "Manage Passwords"
3. Scrolled down to the "Never Saved" list
4. Removed a website from this list by clicking on the "x" mark.
We are able to remove the websites, with out being page scroll.
Attaching the screencast of the same.

@Reporter: Requesting you to check the screen cast and could you please mentioned if we have missed any steps in 
order to reproduce the issue.

It's not scrolling because there's nothing to scroll to. Please save a few passwords ( I have many ) and then delete the ones at the bottom.

Able to reproduce the issue on Windows 10, mac 10.12.6 and Ubuntu 14.04 using chrome reported version #61.0.3163.100 and latest canary #64.0.3242.0.

Not a P1 or milestone blocker - the functionality can still be achieved with workaround.

Spent some time investigating and found out that what's happening is: When you click on the X to remove an entry from the "Never Save" List, eventually the back-end triggers BOTH the Password Exception list listener AND the Saved Password list listener, and the latter is causing the "Saved Password" iron-list on top to re-render entirely, causing the page to scroll to top.


Will spend a bit more time later to find a fix.
