Announce the character after the caret when someone routes with a Braille display on Mac

Issue description

We need to match Safari's behavior whereby when in an edit field or content editable and someone uses a Braille display to route to a specific character, the character routed to is announced.
Currently in Chrome, nothing is announced.
1. Start VoiceOver and navigate to e.g. data:text/html,<input value="hello">.
2. Connect and configure a Braille display.
3. Press a routing button above one of the characters in the input field.
4. Observe that even though the caret has moved to that character, no announcement is made.
