<hr id="anchorname"> doesn't work for local <a href="#anchorname"> like it used to.

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_10_5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36 Example URL: https://bat.hashtagfoundation.org Steps to reproduce the problem: 1. click on any link in the side menu 2. wait 3. realize there is a problem What is the expected behavior? jump to the HTML element with an ID attribute value matching the anchor name. What went wrong? the page is not scrolled to the element with the ID attribute value matching the anchor name. Does it occur on multiple sites: Yes Is it a problem with a plugin? No Did this work before? Yes the last one Does this work in other browsers? Yes Chrome version: 61.0.3163.100 Channel: stable OS Version: OS X 10.10.5 Flash Version: please fix this.... i use it all over. you broke all my sites for a majority of visitors who upgraded to latest chrome.
