[MD Settings] Dialogs should dismiss when hitting ESC

All dialogs in Settings should respond to ESC for dismissal. This is true for chrome://settings, but not the Settings app.

See the system menu for proper behavior.

No specific details here. The dialogs I opened from System Tray > Settings closed with ESC.
