[Kevin] Black screen is seen on DUT when external monitor is connected with HDMI

Chrome Version: 62.0.3202.55
OS: 9901.46.0 beta-channel kevin

What steps will reproduce the problem?
(1) Sign in to device
(2) Plug any external monitor using HDMI to Type C cable(used HoHo, Apple dongle and HooToo Type C hub)


What is the expected result?
No Black screen should be seen on DUT

What happens instead?
Black screen is seen on DUT.  

Note:  
Able to mirror mode and go to VT2
Changing brightness level does not help.

Please use labels and text to provide additional information.

Observations:
1. When you run 'restart ui' from VT2, able to see the UI on DUT.  But once HDMI cable is unplugged from DUT, the screen turns black again.
