Turn "Lab Push Test" into a builder.

If we turn the lab push test into a builder instead of a cron job, we will have UI for tracking it's history, and better be able to understand behavior over time.

If we add a similar test for provisioning or puppet, maybe we should use builders for them as well.

I think this is unfeasible in terms of cost/return (basically adding a HWTest HWTest), but keep for now.
