Remove GridLayout::honors_min_width

With 761767 fixed GridLayout can know honor the min width. I made the new behavior opt-in as some code is relying on existing behavior. Each usage of GridLayout needs to be investigated to make it work with the new behavior, and then the switch can be removed.
