What steps will reproduce the problem?
1. just try to scroll down from the top of the page or other place with mouse wheel - no success. 
I noticed that if there's a large image from Google or other site ads then scroll down works if the mouse pointer is above the image. In such case the scrolling works until the pointer is above the image (ads) only, once it's outside the border scroll down stops working.

What is the expected result?
scroll down to work obviously

What happens instead of that?
nothing happens, the page doesn't move. I can move it via the keyboard or directly by moving the scrollbar by the mouse.

This behavior started with the latest Chrome update, i worked with more or the same web sites without any problem till Sep end (I think the problem started around Sep-end , Oct-beg).
