Password Manager: define manual saving for "Update password" dialog

Issue description

Chrome Version: 63.0.3239.0
OS: Mac

Steps:
1. Visit a site with multiple password fields (e.g. https://goo.gl/ded656)
2. Type username or mail in form
3. Click password icon in omnibox (username can be edited)
4. Clear username/mail in form
5. Click password icon in omnibox again

What is the expected result?
The username should be editable in the save-password dialog.

What happens instead?
The username is not editable. See screencast in attachment.

Could you check whether this issue also exists on Windows, Linux or CrOS?

Another issue I just ran into:

1. Enter a username and two passwords: passwords can be selected in dialog.
2. Clear the username in the form: passwords can no longer be selected.

You trigger the "Update password" bubble in your flow which we didn't touch at all yet. Do you have a password already saved on that site?

I know that it sounds silly but it's a feature request. We should discuss on a meeting how we redesign the update case as it's not straight-forward.

I'm closing this bug since it's technically working as intended. I'll create a new bug if we decide to make changes to the update password dialog.
