[Mac] New tab button drawing issues

A grab bag of things that probably have the same root cause:

- New tab button won't redraw when entering/leaving high-contrast mode
- When using a theme with a translucent button background, sometimes it draws opaque
- When using a theme with a translucent button, the pattern phase is
  - incorrect
  - doesn't update when the position of the button does
