Cannot set static IP address for ethernet networks during OOBE

You can set a static IP address for wifi networks during OOBE, but the UI is not visible for ethernet networks. We should allow configuring a static IP address via UI that's similar to what you get within a user session.

It is possible to set IP address during OOBE (via tray icon->settings).
Unclear if this is just an outdated issue, or it is another scenario, need clarification.
