"Network not available" stay after chromebook made an connection to Wifi

Reported by fru...@nysd.net, Oct 13 2017

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64; rv:56.0) Gecko/20100101 Firefox/56.0
Platform: 9765.81.0 (Official Build) stable-channel elm

Steps to reproduce the problem:
1. Power on.
2. "Network not available" appeared ever Wifi are not connect as yet.
3. About 15 second later, Chromebook made Wifi connection.
4. But "Network not available" stay on.

What is the expected behavior?

What went wrong?
"Network not available" does not close automatically when it made connection to WiFi. and return to Google login windows.

I tried to click "Back" and nothing happen.

I can click ether "browse as Guest" or "Sign in as an existing user."

I wiped the device and it still has same problem.

Did this work before? Yes 59 Version.

Chrome version: 61.0.3163.120 Channel: stable
OS Version: 61.0.3163.120
Flash Version: 27.0.0.130

All chromebooks at school. I am on Google for edu. Yes, I managing devices.

We are having the same issue with a Lenovo N23. I have moved one to the developer channel (63.0.3239.7) and it has not had a problem since. There are 2 options here. After the Developer channel it will more to the beta channel and from there to the stable channel. One: Wait for this process to complete (I have no Idea how long that will take). Two: Move the Chromebooks that have the problem to the developer channel. sidenote: A Chromebook will always upgrade on its own (if allowed) but, it will never downgrade on its own. This means if you update them to 63.0.3239.7 them move them back to the stale channel it will not upgrade again until the stable channel version is higher than the installed version.
