Since updating Mac OS to High Sierra, video links do not load, just a spinning wheel.

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36

Steps to reproduce the problem:
1. Tried resetting Chrome
2. Reset router
3. uninstalled Chrome then reinstalled Chrome

What is the expected behavior?
videos should load, but they don't

What went wrong?
Just won't work

Did this work before? Yes Mac OS Sierra

Is it a problem with Flash or HTML5? N/A

Does this work in other browsers? Yes

Chrome version: 61.0.3163.100  Channel: stable
OS Version: OS X 10.13.0
