Can't Create New Board After Updating to factory-server-20171005165155-122155-docker-1.10.3.txz

Issue description

Step to Reproduce:
  1. cros_docker.sh update
  2. cros_docker.sh pull
  3. cros_docker.sh install
  4. disable then enable old umpire containers from Dome interface
  5. try to create a new board and enable umpire instance - ok. I can see a new board - test.
  6. try to select Bundles on the left of UI then error msg is shown up. Please refer to [1] and full log as attachment.

Did you run "cros_docker.sh run" after "cros_docker.sh install"?
I can reproduce this issue only without "cros_docker.sh run".

I got a similar error after updating to factory-server-20171005165155-122155-docker-1.10.3.txz but my title is "Internal server error". I can't create new board as well at beginning. 

After re-enable the umpire and clean the browser cache, I can create new board and upload the factory bundle. FYI
Browser cache issue should be already fixed.
But it still requires users to manually clean the cache if they were running old Dome.

Let me fix the Dome/Umpire docker image version inconsistent problem...

I didn't run "cros_docker.sh run" actually. After running it, it is ok. Thanks.
