What steps will reproduce the problem?
(1)Recover build>> In OOBE screen, click on Accessibility
(2)Enable Chromevox and on-screen keyboard.
(3)Click on the keyboard icon to get the layout. Now try disabling and enabling the chromevox
Expected: Keyboard layout should not go blank
Actual: Instead, it goes blank for that instance when chromevox is enabled
This is a Non-Regression issue seen from M-55
