Synced tab's title loses ampersand

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36

Steps to reproduce the problem:
1. Have tabs synced across at least two devices
2. On one device, open https://en.wikipedia.org/wiki/Mumford_%26_Sons
3. Wait until the tab gets synced to the other device, and look at the Chrome > History menu.

What is the expected behavior?

What went wrong?
The tab's title has its ampersand (&) dropped in that menu (see screenshot).

Did this work before? N/A 

Chrome version: 61.0.3163.100  Channel: stable
OS Version: 10.0
Flash Version: 

This issue doesn't occur on the History page. It occurs on both my Windows 10 and my Chromebook.

Just noticed that this also occurs to the "Recently closed" tabs in that menu. So syncing is not necessary to reproduce.

tobias.de@ Thanks for the issue.

Able to reproduce this issue on Windows 7, Mac OS 10.12.6 and Ubuntu 14.04 using the latest Canary 63.0.3239.1 and Stable 61.0.3163.100.
This is a Non-Regression issue as this is observed from M-50 chrome builds. Attached is the screenshot for reference.

Marking this as 'Untriaged' for further updates from Dev.
