Non-Regression : 'Set your profile picture' screen is not seen every time after logging into account for First time

Chrome Version: 62.0.3202.55/9901.46.0 beta channel Daisy,Candy,Kip
OS: Chrome

What steps will reproduce the problem?
(1)Recover build -> Enter valid email and password in sign in screen and click on next button
(2)Now observe for 'Set your profile picture' screen (Please refer screenshot)

Expected: 'Set your profile picture' screen should be seen every time after logging into account for First time
Actual: Instead 'Set your profile picture' screen is not seen every time after logging into account for First time

This is Non-Regression Issue seen from M-55

I've noticed this before myself. I'm not actually sure what the logic is for this, and whether the behavior is intended or a bug.

Well figuring out why the logic is wonky is more important than fixing this specific bug, because we'll want to do similar things for first touch this year. Is Chrome Sync not reliably providing a signal during first run?
