Regression : Unnecessary Default focus is seen on 'DISCONNECT in chrome://settings

Chrome Version: 62.0.3202.55/9901.46.0 beta channel Daisy,Candy,Kip
OS: Chrome

What steps will reproduce the problem?
(1)Sign into User -> Go to chrome://settings page -> At 'Network' section click on Wi-Fi -> select Connected Wi-Fi network
(2)Now observe Default focus on  'DISCONNECT'(Please refer video and screenshot)

Expected: Default focus should not be seen on  'DISCONNECT'
Actual: Instead Default focus is seen on 'DISCONNECT'

This is Regression issue as same is working fine in 61.0.3163.120/9765.81.0  Stable-channel Kip

@stevenjb : Please confirm the issue

Note: Issue is also seen on latest M-63

'Disconnect' is the primary action button for a connected network; this is WAI.

+tbuckley@ in case we want something different to be focused?
