Regression: Focus traversal is not proper in Network section of ubertray |

Issue description
Chrome Version:62.0.3202.55/9901.46.0 beta channel Daisy,Candy,kip
OS:Chrome OS
What steps will reproduce the problem?
(1)Sign into user -> In Ubertray ->Turn-on the Wi-Fi
(2)Keep tabbing till end and then keep Shift+Tab and observe
Expected:Focus should traverse through all the entries in the wifi list
Actual:Instead, While Shift+Tab, focus is not traversing to some entries.
This is a Regression issue as same is working fine in M-55
Note: 1.Issue is not seen in Linux,Windows OS
2.Issue is seen in M-56 stable also
