Drag and drop with new content displayed not working

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36

Steps to reproduce the problem:
1. Try to drag the blue section from the top half. It won't work because new content is displayed on the page when dragging starts. Note that if you start dragging it from the bottom half, it works. This issue can not be reproduced in Firefox or Edge.

What is the expected behavior?
You must be able to drag an element even if the new content that is displayed on the page when starting to drag will overlap with the mouse position where the dragging operation started.

What went wrong?
Dragging from the top half of the blue section doesn't work.

raul.mihaila@ Thanks for the issue.

Able to reproduce this issue on Windows 7, Mac OS 10.12.6 and Ubuntu 14.04 using the latest Canary 63.0.3239.1 and Stable 61.0.3163.100.
This is a Non-Regression issue as this is observed from M-50 chrome builds and Firefox as well.

Marking this as 'Untriaged' for further updates from Dev.

I believe this is the same as issue 674882 - DOM mutations during drag&drop cause the drag to fail.
