Regression:Unnecessary background change appears on Shelf while closing the developer shell

Chrome Version:62.0.3202.55/9901.46.0 beta channel Daisy,Candy,kip
OS:Chrome OS

What steps will reproduce the problem?
(1)Sign into user ->Launch chrome, Press Ctrl+Alt+T to open Developer shell
(2)Enter some text ->now click the close (x) icon of the page and Observe (kindly refer video)

Actual:Unnecessary background change appears on Shelf closing the Developer shell
Expected:No such background change should appear on shelf 

This is a Regression issue as same is working fine in M-60

Note: Issue is not seen in Linux,Windows OS

Able to reproduce the issue on latest (M-66)66.0.3329.0/10336.0.0 dev channel Daisy,Peppy,Candy,Cyan.

Steps to reproduce:
(1)Sign into user ->Launch chrome, Press Ctrl+Alt+T to open Developer shell
(2)Enter some text ->now click the close (x) icon of the page and Observe (kindly refer video)

Actual:Unnecessary background change appears on Shelf closing the Developer shell
Expected:No such background change should appear on shelf

We seem to have a bug with dialog changing the behavior of shelf opacity. The correct behavior is not to change opacity due to dialog (in all cases).

Able to reproduce the issue on latest 68.0.3418.0/10645.0.0 dev channel Falco, Daisy,Kip.

This is a little different now (72) but the bug is still there. The shelf changes its opacity (probably not needed) and moreover, if the browser is fullscreen, the shelf's corners become rounded (looks weird).
