Non-Regression:Image gets opened,instead of drop-down while hitting enter on 'Open' option of File manager

Chrome Version:62.0.3202.55/9901.46.0 beta channel Daisy,Candy,kip
OS:Chrome OS

What steps will reproduce the problem?
(1)Sign into user ->Open File App ->Select any sample file ->Press tab till focus comes on 'Open' 
(2)Hit Enter and Observe (Kindly refer video)

Actual:Image gets opened,instead of drop-down
Expected: Dropdown should get opened 

This is a Non-Regression issue seen from M-55

@fukino: Please confirm the issue.

Note: Issue is not seen in Windows,Linux OS

This is consistent with mouse/touch behaviour - unless you click the dropdown arrow (in keyboard terms is press "down") it performs open with default app.

Weifang FYI if that's ok with UX people, but as I see it currently it's working as intended.

Agreed. I think the confusion stems from the Down arrow action vs. Enter, but it is WAI.
