webview and system selection context menu

Issue description

THIS TEMPLATE IS FOR FILING BUGS ON THE ANDROID SYSTEM WEBVIEW. GENERAL WEB
BUGS SHOULD BE FILED USING A DIFFERENT TEMPLATE!

Device name: samsung galaxy note 8
Android version: 7.1.1
WebView version (from system settings -> Apps -> Android System WebView): there is no android system webview ( built-in chrome application version is 61.0.3163.98 )

Application version:

URLs (if applicable):



Steps to reproduce:
(1) load text file or html file and start text selection 
(2) move selection bar 
(3) 

Expected result: my custom action mode menu still appears after moving selection bar 


Actual result: default system action mode menu appears

* Note that when i delete the chrome update, it works fine as i want(chrome version 59.0.3071.125)

elisessin@, I actually didn't see the custom action mode you mentioned, could you attach a screenshot or video record to help to understand the issue?

Oh, More specifically, i I want to keep the menu invisible even if i move the selection bar(want to keep the text selection state)

As i mentioned above, it worked before the latest chrome update

Tested the issue using #61.0.3163.98 on Android 7.1.2 Pixel XL Build/N2G48E.

Below are the steps Followed:
1. Enabled WebView #61.0.3163.98
2. Installed sample .apk file
3. Observed the context menu.

Somehow observed same behavior in #59.0.3071.125 as well. Could not find any custom context menu in both M59 and M61 as well.

@elisessin: Could you please provide us a screencast of the exact issue your'e facing. that would help us in further triaging of the issue.
