[Findit] Wrong classification of flaky test on waterfall result page.

Project Member Reported by chanli@chromium.org, Oct 13 2017

Issue description

Url to the build Failure:
https://luci-milo.appspot.com/buildbot/chromium.win/Win7 Tests (1)/72376

link to analysis: https://findit-for-me.appspot.com/waterfall/failure?redirect=1&url=https://luci-milo.appspot.com/buildbot/chromium.win/Win7%20Tests%20%281%29/72376

What is the bug or feature:

The test should be flaky and the analysis.result_status is FLAKY. But on result page it says unclassified.
