Chrome Version: 63.0.3238.0

Repro steps:
1. Enter into tablet mode
2. Tap on the system tray to open it
3. Tap on network item to open the network lists
4. Tap on any list item will crash Chrome

I suspect this might have the same root cause as  Issue 773891 . Thus assign to minch@ for investigation.
