Automation sometimes labels static text elements 'display:block' even when they are inline

Project Member Reported by katydek@google.com, Oct 12 2017

Issue description

Example:
<html>
  <body style="width:300px">
    <p>
      <b>Some bold text</b>
      followed by some not bold text
      <a href="link">and a link</a>
    </p>
  </body>
</html>

Automation inspector says that the staticText and its internal inlineTextBoxs for "followed by some not bold text" are all display:block.

chrome://accessibility does not say display:block.
