Devtools and page stop rendering when devtools is undocked to its own window

While debugging  issue 770146 , I noticed that devtools tends to hang when opening in its own window on the atomic.run page. The page also stops rendering when this happens. This is irrespective of the gpu scheduler enabled or not (--disable-features=GpuScheduler) which was responsible for the above bug (fixed on the above version).

Going from undocked to docked also causes issues after it opens.

Tracing suggests that is locks in GpuChannelHost::Send

From comment #1, it sounds like this may still be a GPU issue (but maybe unrelated to  issue 770146 ). sunnyps@, are you able to bisect?
