[Predator] Add blacklist to ``TouchCrashedDirectory`` and ``TouchCrashedComponent``.

Add blacklist config to these 2 features, so we can blacklist some of the commonly changed directories like "base/" and some big components like 'Internals>Core'

Sharu, can you confirm that this is done and the blacklists are updated for the problems we know of (Internals>Core, base, etc.)? Please close the bug if so.
