Android N trybots for WebView CTS/layout testing

CTS test running on CQ that blocks CLs that can potentially affect webview is very important. (e.g.  crbug.com/773848 )

+bpastene flash a couple of swarming devices to Android N, it would be awesome we can have enough capacity to set up a NYC bot for WebView CTS

There's a significant gap between a few bots for testing and something on the CQ. I don't think CTS+CQ testing will be available until we spin up the O fleet.

We could probably do an optional trybot, though.
