Settings Menu Cut, Copy and Paste

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36

Steps to reproduce the problem:
1. Open Chrome
2. At the top right, click More Settings

What is the expected behavior?
If no text is selected 'Cut' and 'Copy' should be disabled and if there is no text in clipboard then 'Paste' should be disabled

What went wrong?
No text was selected but i am able to click 'Cut' and 'Copy' and no text in clipboard but i am able to click 'Paste'

Did this work before? No

Able to reproduce the issue on the reported chrome version stable 61.0.3163.100 and on latest canary 63.0.3238.0 on Windows10, Ubuntu 14.04 and on Mac 10.12.6. As the issue is seen from M50(50.0.2634.0), hence considering it as Non-regression and marking this as Untriaged
