Disable MouseLatencyBrowserTest.MouseDownAndUpRecordedWithoutSwap on Mac.

MouseLatencyBrowserTest.MouseDownAndUpRecordedWithoutSwap is flaky on
Mac10.10.

Is there any chance that the tracing controller is returning before it's actually started tracing, and I'm getting some input through before it gets traced?

This test is supposed to click, and verify that we're tracking the mouse down and up. In this case, we never received the mouse down.

I can't repro it locally.
