config: enable enable_cxx_exceptions for gdb

gdb 8 contains exception code, enable cxx_exceptions for it.

TEST=emerge-daisy gdb passes with gdb 8.0.1

gdb: upgrade to 8.0.1

This update gdb to 8.0.1. It also uses the source code from
android tree.

BUG= chromium:774162 
TEST=make check on host, no new failures.
     dejagnu test on daisy, no new failures.
