In https://chromium.googlesource.com/chromium/src/+/b59584bba3a92907f3183a7f80ffa9839cb4205d we added logic to centralize recording of URLs in UKM, for clients that can use navigation ids to identify their UKM sources.

This code restricts logging to just http and https URLs in the main frame.

There are existing UKM clients that still record URLs manually, which may be recording non http/https URLs etc.

We should figure out how to enforce this policy more consistently across all UKM clients. Ideally, all clients would use standard source ids from navigations or documents, and URL recording would only be done in one central location.
