Win10 Notifications type TEXT is not propagated correctly from webpage

Issue description

Steps to repro:

1. On Windows 10, navigate to https://tests.peter.sh/notification-generator
2. Under 'Actions' select 'One action (type text with placeholder)'
3. Press 'Display the notification'

When the Notification object reaches NotificationPlatformBridgeWin, the button added (accessed through notification->buttons()[i]) is of type 'BUTTON' instead of 'TEXT'.

Are you testing with experimental web platform features enabled?

That's weird, because this seems to be working on Android, and this should go through the same path up until just before the NPB::Display call.

It could be that I have some Android-specific logic somewhere preventing this being propagated. I'll take a look and report back here tomorrow.

Hmmm, seems to be working as intended now. Interesting.

Only thing that changed, I think, is that I sync'ed to latest a couple of days ago, but nothing relevant should have changed as a result of that. Weird.
