Global 3-dot menu background fill is not centered

Issue description

Google Chrome	62.0.3202.43 (Official Build) beta (64-bit)
Revision	0
Platform	9901.35.1 (Official Build) beta-channel samus
Firmware Version	Google_Samus.6300.174.0

1. Hover the cursor over the global 3-dot menu (what we used to call the wrench menu, I don't know what we call it now)

Expected: Background / ripple fill is centered horizontally behind the dots

Actual: It's offset to the right. The ripple uses the same offset bounds.

See screenshot. Maybe the art asset changed?

It looks like maybe the vector icon is drawing off center?
I know there's also some chrome app menu button animation work going on...
I can't repro on my ToT linux-desktop cros build @ #508354 (even with high-dpi)
