Several "Command line too long for RegisterApplicationRestart" failures

Issue description

Several builders fail due with this message (usually on single shards):
"Command line too long for RegisterApplicationRestart"

Avery recent failure (although I am not sure this is limited to Windows were the browser_tests failing on chromium.win/Win7 Tests (dbg)(1)

Notably: the parameter count is equal and only the user-data-dir changed.

CC'ed Policy folks: This issue affects your tests a little bit more frequently and I saw a revert fly by [1] that tries to fix this but not sure it addresses the underlying cause. Do you know where to start?

https://chromium-review.googlesource.com/c/chromium/src/+/690237 introduced that test which was timing out on some dbg builds, so I reverted it in https://chromium-review.googlesource.com/c/chromium/src/+/716576

Ah interesting, I haven't seen that. I will remove the Sheriff-label but keep it open for the policy folks to have some information to start with.
