Restore pages displayed but not working after incognito session

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36

Steps to reproduce the problem:
1. Start new incognito session
2. Force quit chrome
3. Restart chrome to induce the Restore pages dialog.

What is the expected behavior?
Restore pages? dialog should not be displayed unless it can actually restore the pages from the previous incognito session.

What went wrong?
On restarting chrome, the "Restore pages?" dialog is displayed. Clicking Restore does not do anything since the previous pages were open in an incognito session.

Looping privacy team to confirm that Incognito is not supposed to survive restart (in particular restart for upgrade).

Incognito pages should indeed not be restored.

However, I think the report is about Chrome offering to restore tabs from the regular mode, while there shouldn't be any, since the user only had an Incognito window and no regular mode browser windows opened. Is that right?
