"Cookies" in the Secure tab appears multiple times (loop)

Issue description

UserAgent: Mozilla/5.0 (X11; Ubuntu; Linux x86_64; rv:56.0) Gecko/20100101 Firefox/56.0

Steps to reproduce the problem:
1. Go to Twitter.com (or Gmail, ...) and sign in
2. Click on the green Certificate name at the right of the addressbar ("Twitter, Inc. [US]" for example).
3. The popup "Secure connection" appears
4. Wait few seconds...

What is the expected behavior?
1. The item "Cookies => X in use" appears only once in the menu
2. The browser do not crash

What went wrong?
1. A new item "Cookies => X in use" appears once per second (period may vary by website)
2. After few seconds, the browser / computer crashes.

Did this work before? Yes Chrome 61

Chrome version: 63.0.3230.0  Channel: dev
OS Version: Ubuntu 14.04
Flash Version: 27.0.0.159

I've disabled multiple extensions and rebooted computer, it did not fix the issue.

Duplicate of  issue 770605 , fixed in Chrome 63.0.3232.0.
