Regression: Border and Help icon is missing in 'Google Chrome OS terms' page's Learn more link

What steps will reproduce the problem?
(1)Recover Build ->In OOBE Screen, goto 'Google Chrome OS terms' page and Click on 'Learn more' link and observe

Actual: Border and Help icon is missing
Expected: Border and help icon should be seen

This is a Regression issue as same is working fine in 61.0.3163.123/9765.84.0 stable

Note: 1.Issue is not seen in Linux,Windows OS
      2.Issue is seen in M-62 also

@alemate: please confirm the issue.

I believe that this update is intentional - The current screen looks cleaner than the previous screen and would be my preference to keep. I don't think this is a regression. Please let me know if any further questions!
