Issue descriptionChrome Version: 63.0.3238.0 (Official Build)fc7c1e473dfde53eb32f2e6528d6b0f957f850f5-refs/heads/master@{#508208} 32/64-bit. OS: Windows(7,8,10) What steps will reproduce the problem? 1. Launch Chrome, login to www.fb.com with valid credentials and open any chat window. 2. Now hover the mouse pointer on emoticons icon to appear tooltip and observe. Tooltip overlaps with hand pointer. Tooltip should not overlap with hand pointer. This is a non-regression issue, seen from M-45 series. NOTE: 1. This issue is not seen on Mac and Linux OS. 2. This is working fine in Firefox i.e. tooltip is not overlapping with hand pointer. Kindly review the attached screen-cast for reference.

Can reproduce on linux. I *think* the tooltip positioning logic is owned by input-dev, please assign back to me if I'm mistaken. Thanks
