Non-Regression : No error message is seen while logging into same account in Sign-in screen

Chrome Version:  63.0.3236.0/10024.0.0 dev-channel Candy,Peppy and Reks
OS: Chrome

What steps will reproduce the problem?
(1)Sign into User with valid credentials(For Example 'abcd' id)
(2)Now sign-out from Uber Tray -> In sign-out screen click on 'Add person' -> Again add same User Id(For Example 'abcd' id) -> observe No error message is seen such as 'Already logged into the account' -> instead able to login into account as new user i.e. 'Please wait' screen (Please refer video)

Expected: Error message should be seen while logging into same account 
Actual: Instead no such error message is seen and logging into account ass a new user

This is Non-Regression issue seen from M-55

It will be easy if we get any Error message such as 'Already logged into the account' while logging into same account as it is seen like able to login into account as new user 
Reopening this issue as Feature request and please close this if it is still WAI
