Regression : Unable to disable 'Configure IP address automatically' option after disconnecting network in chrome://settings

Issue description

Chrome Version:  63.0.3236.0/10024.0.0 dev-channel Candy,Peppy and Reks
OS: Chrome

What steps will reproduce the problem?
(1)Sign into User -> Go to chrome://settings page -> At 'Network' section click on Wi-Fi -> select Connected Wi-Fi network
(2)Click on 'Network' -> At 'Name servers'  select 'Customer name servers' 
(3) Click on 'DISCONNECT' -> Now at 'Network' try to disable 'Configure IP address automatically' option and observe unable to disable and blink of 'Ip address' option is seen (Please refer video and screenshot)

Expected: After clicking on 'DISCONNECT' should be able to disable 'Configure IP address automatically' option
Actual: Instead Unable to disable 'Configure IP address automatically' option

This is Regression issue as same is working fine 62.0.3202.43/9901.35.0  beta-channel Reks

@stevenjb : Please confirm the issue

Note: Issue is also seen on 63.0.3223.0/9977.0.0

Settings: Network: Set static IP config properties correctly

This fixes a bug where an invalid IPConfig object was being sent
when only the NameServer property was set.

Is there a bug in the script? This CL landed @ 508500 and 63 branched at 508237.

No merge is required.

Status: Verified (was: Fixed)
Verified on M64 dev build (10112.0.0, 64.0.3262.2).
Issue noted in Chromebook Central:

- Unable to assign static IP address to ethernet port ( https://goo.gl/ojwDUZ )
