Regression : Tab Focus is seen missing on 'System security setting' immediately after focus is on 'Uber Tray' in OOBE screen

Chrome Version:  63.0.3236.0/10024.0.0 dev-channel Candy,Peppy and Reks
OS: Chrome

What steps will reproduce the problem?
(1)Recover build -> In OOBE screen click on "Let's go" > In 'Connect to Network' screen Connect to any Wi-Fi network 
(2)Now in EULA screen press 'Tab' button (observe focus traverses from 'System security setting') until focus reaches to 'Uber Tray' 
(3)Press 'Tab' button and observe Focus is not seen anywhere and now again press 'Tab' button -> Observe focus is on ''System security setting'' option(Please refer Video) 

Expected: After Focus is on 'Uber Tray' and on pressing 'Tab' Focus should be seen on 'System security setting' option
Actual: Instead After 'Uber Tray' Focus is seen missing on 'System security setting' option and on again pressing 'Tab' focus is seen

This is Regression Issue as same is working fine M-57 Candy

After you press "Tab" while system tray is focused, focus moves to "Google Chrome OS Terms" frame (you can scroll it using Up and Down keys).

So this works as expected.
