Issue descriptionChrome Version:63.0.3238.0 (Official Build) fc7c1e473dfde53eb32f2e6528d6b0f957f850f5-refs/heads/master@{#508208}(32/64 bit) OS:Windows (7,8,10),Linux (14.04 LTS) What steps will reproduce the problem? (1)Launch chrome and navigate https://www.google.co.in (2)Click on lock icon > site settings > click on flash > block option such that info bar appear. (3)Navigate to https://chrome.google.com/webstore/category/themes install 'flying paint' theme (4)Now switch to google.co.in tab and press F6 to reach second info bar, observe. Actual: Focus doesn't traverse to second info bar after pressing F6 key from keyboard. Expected: Focus should traverse to second info bar after pressing F6 key from keyboard. This is a Non-regression issue seen from 'M45' series i.e 45.0.2404.0 Note: Issue not seen on Mac OS.
