Regression:Outline of info bar doesn't appear properly.

Chrome Version: 63.0.3238.0 (Official Build) fc7c1e473dfde53eb32f2e6528d6b0f957f850f5-refs/heads/master@{#508208}(32/64 bit)
OS:Windows (7,8,10),Linux (14.04 LTS)

What steps will reproduce the problem?
(1)Launch chrome and navigate https://www.google.co.in
(2)Click on lock icon > site settings > click on flash > block option such that info bar appear.
(3)Navigate to https://chrome.google.com/webstore/category/themes install 'flying paint' theme
(4)Switch to google.co.in tab such that two info bar appears, observe the outline.

Actual: Outline of info bar doesn't appear properly.

Expected: Outline of info bar should be properly displayed.

This is a regression issue broken in 'M61' and below is the manual bisect info
Good Build: 61.0.3133.0
Bad Build:  61.0.3134.0

Note: Issue not seen on Mac OS.

You are probably looking for a change made after 480274 (known good), but no later than 480275 (first known bad).

CHANGELOG URL:
The script might not always return single CL as suspect as some perf builds might get missing due to failure.

I'm not sure what the purported bug is here. What do you mean by uniform? I can't really see a difference between the two screenshots except a minor difference in how the outline interacts with the location bar border, which doesn't seem like a bug to me.

Unable to reproduce the issue on latest canary #72.0.3610.0 on Windows(7,8,8.1,10) and Linux(14.04) OS.
