What steps will reproduce the problem?
(1)Recover build. In OOBE screen, go to accessibility settings page.
(2)Enable chromevox toggle button and observe on the chromevox spoken header.

Actual:Unwanted I beam pointer is seen in the chromevox spoken header in between settings and close button.
Expected:No such ponter should be seen 

This is a Non-Regression issue seen from M-55

@alemate: Please confirm the issue

Note:Issue is not seen in Linux,Windows OS
