Regression: Eye icon disappears from save password bubble.

Issue description

Chrome Version:63.0.3238.0 (Official Build)fc7c1e473dfde53eb32f2e6528d6b0f957f850f5-refs/heads/master@{#508208} 32/64-bit.
OS: Windows(7,8,10)

What steps will reproduce the problem?
1. Launch chrome and login to www.gmail.com with valid credentials.
2. Click any where on Gmail page to dismiss save password bubble.
3. Click on key icon in omnibox to open save password bubble and observe.

Eye icon disappears from save password bubble.
Eye icon should seen on save password bubble.

This is a regression issue, broken in M-63 series, will soon update other info.

Below is manual regression range.

Good build: 63.0.3236.0
Bad build: 63.0.3238.0

You are probably looking for a change made after 507465 (known good), but no later than 507466 (first known bad).

NOTE: This issue is not seen on Mac OS i.e. we are able to see the eye icon after re-opened the password bubble.

This is expected behavior. The eye icon should be hidden because local attacker can reveal the password.
