Regression: Focus get lost from Settings page.

Issue description

Chrome Version: 63.0.3238.0 (Official Build)fc7c1e473dfde53eb32f2e6528d6b0f957f850f5-refs/heads/master@{#508208} 32/64-bit.
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.12.6).

What steps will reproduce the problem?
1. Launch Chrome and open DevTools window.
2. Press F1 key to open Settings page and then close it using 'Esc' key.
3. Again Press F1 key to open Settings page.
4. Now once press 'Tab' key from keyboard and observe the focus.

Focus get lost from Settings page..
Focus should be seen on Settings page.

This is a regression issue, broken in M-60 series, below is manual regression range.

Good build: 60.0.3100.0
Bad build: 60.0.3101.0

NOTE: Unable to provide bisect using bisect-per-revision script as getting an error hence providing bisect using old script.

You are probably looking for a change made after 471872 (known good), but no later than 471939 (first known bad).
