Step to reproduce
1. Launch chrome, navigate to chrome://flags/
2. Reload the page and observe the text of 'Reset all to default' button

Actual: Text on 'Reset all to default' button goes blank for a while on reload in chrome://flags
Expected: Text on 'Reset all to default' button should not go blank on reload in chrome://flags

This is Non-Regression issue seen from M-63, from build 63.0.3235.0
