Regression: Focus does not shift immediately from an external link icon after tapping on the next link icon on touch device.

Issue descriptionChrome version: 63.0.3238.0 fc7c1e473dfde53eb32f2e6528d6b0f957f850f5-refs/heads/master@{#508208}(32/64 Bit). OS: Windows 10(Touch device). Steps to reproduce: 1. Launch Chrome. Sign in to chrome with valid credentials. 2. Navigate to chrome://settings/syncSetup. 3. Tap on external link icon for "Personalize Google Services", then tap on the next external link icon for "Manage synced data on ..." and observe the focus. Actual Result: Focus is seen on both the external link icon after tapping on the second external link icon. Expected Result: Focus should immediately shift from the first external icon to the next. This is Regression Issue broken in M-60 and and Using the per-revision bisect providing the bisect results, Good Build:60.0.3080.0 (Revision: 466838) Bad Build:60.0.3081.0 (Revision: 467177) You are probably looking for a change made after 467168 (known good), but no later than 467169 (first known bad).
